    A  grand  mobilization meeting was held in the beautiful city of Zhuhai at 10:00am on September 26th for starting the construction of Guangzhou-Zhuhai Line, which  was attended  by  Member  of  CCCPC Political Bureau & Guangdong Provincial Party Secretary Zhang Dejiang. Railway is  playing  a  significant role  in  the eco-social development  as  it  features  great capacity, low energy consumption and all-weather operation, commented Zhang. Guangdong’s railway development must be accelerated for now and  in  future  so  as  to form an advanced railway network in a timely manner. This  can not only promote Guangdong’s development into a new phase and up to a new level, but  also strengthen the southeast coast’s link with the southwestern and northwestern China, thus  creating a precondition for balanced development among different regions and displaying the developed  regions’ enabling role to  the developing regions. Meanwhile, it can  enhance  the communication between  the  two  fastest  growing regions, namely Pearl River Delta and Yangtze River Delta, and provide strong infrastructure basis  for  the early modernization of east China. Zhang also  urged  the local CPC committees and government authorities to secure  best  support  for  railway construction  so as  to  fulfill  Guangdong’s  railway development  target  on schedule.
   
    During  his  consecutive EMU rides to inspect railway safety and CR’s  preparations  for the National Day golden  week  transportation, MOR Party Secretary & Minister Liu Zhijun attended MOR’s televised meeting at Shanghai in the morning of September 28th. Minister  Liu  passed  on  the gist of  the recent executive  meeting of  the  State  Council  and  the  National Televised Meeting on Safety Management, analyzed the current safety situation and made major deployment on railway safety and stability. The meeting  urged the whole  sector to carry  out  Premier  Wen Jiabao’s  important instructions and  the  gist  of  the  National Safety Meeting, and go all out to manage transportation safety and stability so as to contribute to  the building  of  a  harmonious environment  for  the National Day holiday and the CPC’s 17th National Conference.
   
    Concluding his 8-day locomotive rides on inspection of transportation safety and preparations for the National Day golden week transportation, MOR Party Secretary & Minister Liu Zhijun came  over to Harbin Railway Station to convey greetings  on  behalf of MOR Party  Group  to  the on-duty railway  staff  and police forces on October 1st, when  the whole nation was  celebrating  the  National Day and  the whole family gathered in happiness. Minister Liu urged  the  whole  sector  to  well manage the holiday transportation while focusing on passenger train safety, operation order and service quality so as to embrace the  17th CPC National Conference with heartening achievements.
   
    During his inspection tour on transportation  safety and preparations for the National Day golden week transportation, MOR Party Secretary & Minister Liu Zhijun came over to the construction sites of Liuyang River Tunnel and  Laodao  River Super-Large Bridge on Wuhan-Guangzhou Passenger Dedicated Line to convey greetings to the builders and inspect the project progress. Minister  Liu urged the contractors  and  builders  to target  the  world’s  top-notch  goal, adhere to  “quality  first  for  a time-tested  project”,  apply  the  new  philosophy  in  railway  engineering and strive to  build  this  railway into a model  for  all  PDL engineering and an icon  for  Chinese  railway modernization.
   
    CR’s National Day golden week transportation  drew  to a successful end on October 7th with the passenger traffic volume reaching to a historic new high. Thanks  to  a  half-year  robust operation, the  benefits  of  CR’s  6th  round  speed  increase  are gradually  building  up. In  the 10-day period  from  September 28th to October 7th, CR  carried 48.369 million  passengers, representing a year-on-year increase of 6.241 million or 14.8%, the  highest  compared  with all previous golden weeks. On September 30th, October 1st and 7th, the  single  day  passenger volumes exceeded 5 million, even higher than the peak time of the Spring Festival. The peak day fell on October 1st with the passenger volume reaching 5.716 million, thus setting a highest ever record.
   
    September 29th witnessed the kick-off of construction on Hainan East-Ring Rail Link at Haikou City. This new  railway will run 308 km from Haikou  in  the  north to Sanya in the south. It is designed for a class-A, double-track and electrified line and the target speed is 200 km/h. Co-invested by MOR and Hainan Province, it’s estimated to cost 19.22 billion yuan and 4 years. Train journey time from Haikou to Sanya will be shortened to 90 minutes when it’s opened to traffic by the end of September 2011.
   
    The  first three quarters of the year has witnessed substantial railway traffic increase  marked  by  the  highest growth rate and numerous record-setting indexes, according  to MOR. In the January-September period, CR  carried 1.033  billion  passengers and 2.318 billion tons  of  freight, representing year-on-year increase of 7.3%  and  9.5%  respectively. The average number  of loaded cars per day reached 138,516, an increase of 8.1% year-on-year.
   
    Starting  on  September  27th,  EMUs serving Zhengzhou-Shanghai route have been twin-coupled, thus doubling  the  seating  capacity  by increasing the car composition from 8 to 16. The hard-to-get-a-single-ticket constraint  from  the  Central Plains Region to the Yangtze  River Delta Region has been effectively alleviated. Zhengzhou-Shanghai EMUs debuted on September 10th, which, compared with the express train on the same route, saves more than 5 hours and shortens the travel time to 6  hours and 37 minutes.
   
    MOR convened a sector-wide televised meeting in the afternoon on September  26th  to pass on the gist of The Circular on Scrutinizing Major Infrastructures for  Hidden  Safety  Dangers issued by the General  Office of  the  State  Council  and  make deployment on  safety  enhancement accordingly. The meeting urged the whole sector to screen for and eradicate hidden safety problems, enhance the ongoing  projects  and  go  all  out  to  secure  railway  safety so as to contribute to the forging of a favorable  environment for the forthcoming 17th CPC National Conference.
   
    CR’s  labor  unions  held  an on-site meeting at Fushengzhuang (Huhehot Railway Administration) on September  21st~22nd  to  promote excellence modeled by Fushengzhuang Track  Maintenance Depot and launch a “pioneering performance” campaign across the sector. The “Mao Zedong” Locomotive Crew, “Zhou Enlai” Locomotive Crew, “Zhu De” Locomotive  Crew, Xiaodong Station and Fushengzhuang Track Maintenance Depot were honored as CR’s first batch of “Pioneering Forces”, thus ushering in a full-swing excellence-performing campaign.
   
    Aiming  to  enhance passenger service and provide more convenience to the  passengers, China Railway Publishing House launched the newest version of  China railway timetable website
www.shike.org.cn on September 29th, thus  serving  free  access  to real  time  train  schedule and ticket information.
