MOR Minister Liu Zhijun signed MOU on Railway Transport Cooperation between MOR of PRC and DB AG of FRG, and Framework Agreement of Technical Cooperation on 6-axle Passenger/Freight Electric Locomotives between MOR of PRC and Siemens AG of FRG, with DB Chairman Hartmut Mehdorn and Siemens President & CEO Kleinfeld respectively at the Great Hall of the People in the morning of May 22nd. In order to accelerate CR’s forward-leaping development and advance modernization of the equipment manufacturing sector, MOR agrees with Siemens to enter into technical cooperation on the project of 500 units 6-axle passenger/freight electric locomotives.
On May 19th, MOR held a signing ceremony with Nortel Network (China) and Siemens (China) on GSM-R core network project cooperation. Strategic cooperation with the world giant company in digital mobile communication marks CR’s start of a full-range development of GSM-R system.
To meet MOR’s call to complete the emergency project of building Xining-Golmud Line II and the reinforcement project on the existing line within 30 days so as to ensure a successful trial run of QTR Line, the whole sector has taken swift actions and conducted a coordinated teamwork to transport needed ballast, sleepers and the other track materials to the construction site.

At the end of April, Equipment Department of Train Operation Bureau MOR organized a group tour to Hudong Rolling Stocks Depot to better understand the application need of acceleration wagons as well as the occurring problems so as to deepen the campaign of safety inspection and self-reflection. Among others, responsible engineers, technicians, researchers, designers and manufacturers from 21 wagons designing and manufacturing enterprises, Southwest Jiaotong University, Beijing Jiaotong University and CARS were invited.
Automobile ride increases as the administration of stations and depots has expanded under the new institution of railway administrations managing directly over stations and depots. The railway administrations have strengthened safety management over vehicle use so as to ensure the staff’s safety.
In order to relieve the national supply shortage of diesel and gasoline, CR has inclined transportation capacity accordingly. According to MOR, CR’s daily oil loading in May is 521 wagons more than the monthly plan to reach the historical best record of 7051 wagons. Urgent transportation of oil from the northwest and northeast to the south has effectively relieved the supply shortage.
Aiming to crack down on the crimes of illegal ticket dealing, safeguard the passenger’s legal interests and maintain railway transportation order, MOR Public Security Bureau has worked out the Working Rules of Railway Public Security Departments on Cracking Down on the Crimes of Illegal Ticket Dealing. The railway public security bureaus and divisions are thus required to delegate special brigades, realize information sharing across the country and cultivate a long and effective working regime so as to curb illegal ticket dealing.
Addressing the recent incidents of toppling trees falling over rail tracks and interrupting train operation, MOR issued a circular to urge for inspection and treatment of the toppling trees along railway lines.
As major breakthrough was registered with the widely watched electrification project on Beijing-Shanghai Line, the main part of the construction was completed by May 15th. The carrier and wire has been stayed and entered into the phase of fine-tuning and cold slip; the civil part of substations has been completed and 58 main transformers except one have been installed and are being debugged; the communication cable is being tested; and 58 stations have been covered with signal. CR has electrified the 1400-km and the world’s busiest line without transportation suspension within less than one year, thus setting a new record in China.
According to information disclosed by Shanghai Railway Administration on May 17th, the Administration has secured adequate support from the local government and mobilized all resources to step up railway construction since the beginning of this year. The completed construction investment of the first quarter accounted for 41% of the year’s total, representing 4.9% more than the plan.
Thanks to MOR’s strengthening of centralized traffic control and brother administrations’ great support by rationalizing empty wagon arrangement, Chengdu Railway Administration realized the increase of traffic and revenue. The Administration loaded 6811 wagons on May 16th, reaching a new high of this year and marking a milestone for a phase of sustained high loading volume.
