In the afternoon on May 10th, MOR Party Secretary & Minister Liu Zhijun held talks with Gansu Provincial Secretary Su Rong and Governor Lu Hao on accelerating railway development in Gansu. Seeing accelerated railway construction as strategically important to the provincial socio-economic development, the two sides determined the general goal for railway construction till 2020 and signed minutes of talks after the meeting.
The 12th executive committee of All China Federation of Railway Trade Unions held its seventh plenary session at Beijing recently, which was attended by 66 executive commissioners across CR. The meeting voted Guo Yimin as the Chairman of the 12th executive committee.
Synchronized surge of through passengers and regional passengers constituted a new feature of the past May Day golden week. The regional passenger volume reached a new high, compared with the previous golden week holidays; and CR’s total passenger volume set a new record. Addressing the passenger increase, CR flexibly added 2253 preliminary passenger trains, up 762 year-on-year; among this, 771 were through passenger trains, 134 more than last year; and a total of 9018 coaches were attached to regular trains. Despite the increase of preliminary passenger trains, freight transportation has kept good momentum.
According to All China Federation of Trade Unions’ Instruction on Launching Campaigns on Cultivating Harmonious Labor Relationship transferred by All China Federation of Railway Trade Unions, all railway units are supposed to strengthen leadership to launch campaigns on cultivating harmonious labor relationship while incorporating the actual conditions so as to serve railway’s forward-leaping development.
In order to implement the State Council’s Instruction on Addressing the Issue of Migrant Rural Laborers, MOR issued circulars to urge to well manage transportation service for the rural laborers and announce stipulations in seven aspects (pay guarantee, pay level determination, labor management, social security, democratic rights, occupational safety and technical training) to safeguard the legitimate interests of those working with railway units.
Given the fact that a large number of surplus rural laborers are extensively involved in railway engineering, construction and diversified businesses, MOR urges railway units to establish pay guarantee mechanism so as to safeguard their interests.
At CR’s televised conference on tackling commercial bribery in the afternoon of May 12th, MOR passed on the gist of the national meeting of the leaders’ team on tackling commercial bribery and made deployment with the railway units.
Amid CR’s month-long safety inspection and self-reflection campaign, the public security forces have targeted the crimes of illegal dismantling, cutting and stealing railway device, which may cause signal defect and safety-endangering problems, took an inner-ward look at the internal defects and launched a campaign featuring inspection on leadership, management, hidden danger and measure implementation.
All China Federation of Railway Trade Unions has decided to continue the “locomotive economic & technical innovation project”, in a bid to enhance the staff’s technical skills, overall performance quality and self innovation capabilities, encourage the staff’s initiative and secure adequate knowledge for elevating the quality of railway development.
Aiming to draw an earnest lesson from the “4·11” accident and implement the gist of MOR’s transportation safety TV-conference on April 13th, CR’s locomotive, rolling stocks, permanent way, signal & communications, station and public security departments have been engaged in a month-long safety inspection and self-reflection campaign. In order to gain concrete success, all professional departments and railway administrations have strengthened leadership, conducted conscientious organization, and taken an inner-ward look at the internal defects so as to work out effective correction measures.
Echoing MOR’s sector-wide campaign on safety inspection and self-reflection, the station affairs divisions have taken swift actions to organize dedicated seminars, sort out the root problems and weak points, and work out near-term and long-term correction measures from the perspectives of mentality, institution and targeting overhauls.
As the July 1st commissioning of QTR is drawing near, Qinghai provincial government convened a dedicated meeting to figure out plans to ensure a safe and smooth railway operation and to address the safety-menacing problems so as to provide a favorable environment for the QTR operation.
In the morning of May 11th, CR held the opening ceremony for its first on-the-job training programme for its executives and first training programme for young cadres of the 11th five-year-plan period at MOR Party School, which are scheduled to end on May 24th and August 9th, respectively.
According to the deployment by China Railway Enterprise Management Association as to application for China Enterprise New Record, all interested enterprises are supposed to turn in their applications to the Association before May 31st.
On May 10th, China Railway Express Service Co. Ltd launched 8 trunk highway shuttle routes, including that between Beijing and Zhengzhou; which, combined with the existing branch routes, form a highway transportation network covering north China, northeast China, central China, east China and northwest China.
