Member of CCCPC Political Bureau Li Changchun came to Golmud on an inspection tour of QTR Line in the morning of August 28th. As a blood-forming organ for the western development strategy, railway plays an invaluable role in boosting the region’s socio-economic development, noted Li. While speaking highly of MOR’s swift and effective actions in forging a first-class management of QTR Line, Li called on the central media to enhance publicity so as to create a favorable propaganda environment for a good management of the plateau railway. MOR will step up western railway construction, reinforce the blood-forming function for the economic development of the western region; MOR will well manage and operate the line in a down-to-earth manner and strive to achieve the grand goal of a first-class management of the plateau railway, vowed MOR Party Secretary & Minister Liu Zhijun.
Aiming to achieve the grand goal of a first-class management of QTR Line, which was put forward by General Secretary Hu Jintao at the QTR Line launch ceremony and during his inspection tour of the line, MOR Party Secretary & Minister Liu Zhijun and his MOR officials conducted a through-line inspection and on-site officing and made deployment for the coming winter between August 27th and 29th. Liu emphasized to well understand the situation, clarify tasks, go all out to ensure a safe and smooth operation of the line, so as to pass the nation’s acceptance test by next July 1st and realize the grand goal of a first-class management of the plateau railway, thus presenting a satisfactory answer sheet to the Party and the people.
CR’s 62-day summer transportation has come to a successful end. From July 1st to August 31st, CR carried 230 million passengers, up 8.5% compared with 2005, and long-distance passengers amounted to 86 million, up 10.8% year-on-year; both indexes reaching historical new highs.
In August, CR achieved historical new highs with its major transportation indexes, key projects like ZhengXu Electrification and North Ring Link of Xi’an Railway Hub Terminal were completed on schedule, and success was registered with the other aspects, according to CR’s Transportation TV-conference held on September 1st. MOR urged the whole sector to fully use the capacity of new lines, rationalize traffic organization and achieve success in both passenger and freight business in September.
Focused on organization build-up, adaptation to the new management institution, capabilities enhancement and active campaigns, CR’s youth league units vow to better serve the central theme while merging into the whole picture so as to make due contributions to railway’s forward-leaping development under the new circumstances.
In order to ensure project quality and construction safety, CR will enact the new Regulations on Quality and Safety Monitoring for Railway Projects, starting September 1st, according to MOR.
MOR issued a Circular on Launching Activities for the National Quality Month 2006, urging all units to incorporate their actual conditions and focus on the improvement of passenger and freight service, project quality, industrial products quality and preparation for the 6th round acceleration programme.
Targeting heavy haul and high efficiency, Tainyuan Railway Administration adheres to the approach of intensive and scale transport, advances the development of strategic loading bases, and expands the transport capacity of the existing lines, thus achieving substantial increase of transport efficiency. As of today, the Administration has established 13 20,000-ton loading bases, 30 10,000-ton bases and 102 5000-ton bases.
CR has inclined transport capacity and added temporary passenger trains in order to ensure timely travel for the cotton-pickers to Xinjiang. 91 temporary trains were added in August and 73 cotton-pickers-dedicated trains will be added in September, transporting a total of 434,000 cotton pickers.
QTR Line has received 140 frozen earth experts from 16 overseas countries including Russia, US, UK and Canada as well as 155 Chinese experts at Lanzhou. While singing high praise for the QTR construction during their tour of QTR Line, the experts generally hold that the QTR Line’s passenger train speed of 100km/h has set the highest world record for trains running on frozen earth.
Since the opening of QTR Line, Tibet and Qinghai have taken various means to conduct railway caring and protection activities, in a bid to secure safe and smooth train operation and safeguard the line of blessing, unity, ecology and economy for the local people.
Thanks to CR’s campaign of “setting new standard & cultivating favorable image” for express through passenger trains bound for Beijing, Shanghai and Guangzhou, relevant units have improved equipment and facilities, carried out service standards, strengthened passenger service management, reflected on problems, rationalized rules and regulations, and standardized management, which elevates railway’s overall passenger service quality.
After 493 days and nights of unyielding efforts and eight months before schedule, the North Ring Link of Xi’an Railway Hub Terminal was put into operation on September 1st. With a total investment of 1.8268 billion yuan, the rail link was designed to accommodate 192.9 pairs of trains per day. Upon operational, this section can handle 20 pairs of freight trains per day, thus enhancing the capacity of Longhai Line.
